What if Peace Democrat George Washington Woodward won the 1863 gubernatorial election in Pennsylvania? How would the Union war effort be affected?
Very bad news for Lincoln. Along with Horatio Seymour in New York, it means that the governors of the two biggest and most important Union states are in the hands of his political enemies.
Electoral politics aside, what does this mean for the Union's ability to wage the war? OTL, how did having a Copperhead New York Governor hamper the effort?
Seymour wasn't a Copperhead, though he flirted with them at times. He basically did everything required of him regarding the war effort (raising troops and supplies and such), while blasting Lincoln's policies on military strategy, conscription, censorship of the press, suspension of habeus corpus, and so forth.
