WI Winston Churchill and Reginald McKenna don't switch jobs

In 1911, Prime Minister Asquith conducted a cabinet reshuffle where he moved Winston Churchill from the Home Office to the Admiralty, and Reginald McKenna from the Admiralty to the Home Office.

Doing some superficial research, it appears Churchill had become a liability at the Home Office due to the Tonypandy riots, for which the British left have never forgiven him, and the siege of Sidney Street. McKenna opposed the deployment of the BEF to the continent if France went to war against Germany. So you may have to change a couple of 1910-11 events to keep the switch from being made. Or maybe Asquith just has other things on his agenda and never bothers to do the reshuffle.

Both ministers lasted in their new assignments until 1915. The 1915 reshuffle was prompted mainly by events connected with Gallipoli. So what are the ramifications of Churchill staying at the Home Office and McKenna staying at the Admiralty at least until 1915?
