The POD is: 27 January 1859, when he was born. IOTL it was a traumatic "Breech Birth" that left him with the withered arm, and palsy. ITTL he dies in child birth, thus (assuming more kids are born as IOTL) when Frederick III dies in 1888 his (IOTL) younger brother Henry takes the throne instead. Assuming that a lack of Wilhelm leaves Henry relatively the same person, what would happen to the world? Henry is noted as being somewhat more stable, and less egotistical than his brother. He was also somewhat popular in America.
I personally would assume that World War One, as it happen IOTL wouldn't, and would probably be further delayed, and that good ol' Bismarck wouldn't have been fired when he was.
