WI: Wilhelm II never became Emperor of Germany

Damnit spelled Emperor wrong. Also technically a pre-1900 departure, my bad.

The POD is: 27 January 1859, when he was born. IOTL it was a traumatic "Breech Birth" that left him with the withered arm, and palsy. ITTL he dies in child birth, thus (assuming more kids are born as IOTL) when Frederick III dies in 1888 his (IOTL) younger brother Henry takes the throne instead. Assuming that a lack of Wilhelm leaves Henry relatively the same person, what would happen to the world? Henry is noted as being somewhat more stable, and less egotistical than his brother. He was also somewhat popular in America.
I personally would assume that World War One, as it happen IOTL wouldn't, and would probably be further delayed, and that good ol' Bismarck wouldn't have been fired when he was.

What do you think would happen?

The problem with your theory if you don't butterfly Archduke Franz's assassination and it causing WW1 is that Germany didn't start WW1 the alliance system of Europe did. Germany simply joined with their allies the A-H empire.

True, but what I'm saying is that with an increase in Bismarck's tenure (which I know doesn't go to WW1) combined with a slightly less nuts Kasier- Germany could simply refuse to help Austria-Hungary as it is counter to German interests. The assassination could still happen, just the conflict would be of a more limited nature due to a change in German Foreign Policy.

Oh there is a tl on this exact POd well written as well, it is called twin eagles and the Lion basically it is a German-Russian-Amercian allaince, it has this exact POD except Bismark decides to remain allies with Russia alienating AH, check it out;)

Thank you kind sir I thought there might be one, but the search function being what is and all.
 
Even a Wilhelm-less Germany would have still been Austria-Hungary's ally and still would have had a vested interest in keeping Russia on their side of the Carpathian Mountains. France would still have supported Russia and it would have been a Europe-wide war.

The one thing I could see is a Kaiser Heinrich having better relations with his British cousins personnally and better relations with Britain in general because the naval buildup would have been a bit less for the High Sees Fleet (though there would still be one, Heinrich chose the navy as a career, was an adherant of Tirpitz and breifly commanded the Baltic Fleet in OTL).

I still envision the German Navy being larger than it's French counterpart and a neutral Britain (even if the Germans still invade Belgium) would sell to both sides and prevent either side imposing a blockade. All this would have been to the advantage of the Central Powers.
