In 1878 there were two failed assassination attempts on Kaiser Wilhelm I, the second one actually managed to wound the emperor but he recovered and his conservative reign lasted until 1888 when his liberal son took over for but a few months before succumbing to cancer and opening the throne for the infamous Wilhelm II. In 1881, Tsar Alexander II, who amongst other things had emancipated the serfs, reformed the judiciary, created a system of local government, and was in the process of establishing an elected advisory body, was killed after a bomb was thrown at his carriage. His much more conservative son Alexander III took over. If these were flipped, we'd have both Germany and Russia being led by monarchs who IOTL held liberal views through the 1880s, and if Bismarck didn't talk Frederick out of getting that throat surgery to remove the tumor, perhaps into the 1890s. What impact would this have?
