WI: When PIGS fly or, un-screw southern Europe.

I wonder, is there any way to make the economies of southern Europe resemble those of northern Europe, with a POD dating back to the birth of the European Union, or is an earlier divergence necessary? I don't know about Greece, Portugal and Spain, but Italy pissed away a once in a lifetime chance to get rid of a lot of dirt when Falcone and Borsellino got murdered by the Mafia, the Mani Pulite trials went nowhere, and a corrupt politician with ties to organized crime (truly, the worst of both worlds) was able to rise to the top.
 
Does this count as current politics? There have been ideas floated about to break the shared currency into two since its inception. That way the southern states could run by looser rules fitting a less developed economy.

But, I don't think the Eurozone is all that bad when it comes to economic inequality. If you look at Germany, regionally, it's about as bad as the Eurozone. (The US too for that matter.) The PIGS should count their blessing, that they weren't under communist rule.

Rule of law issues are an entirely different matter.
