WI Weimar with Post war rules

Would the Weimar Republic have avoided the Nazi takeover if?

1) There was a 5% rule

2) The Chancellor was nominated by the Parliament and only removable by a majority vote of the whole parliament for a different head of government

3) Early elections only if a Chancellor proposes and then loses a vote of confidence.


My assumption is that 1) Keeps the Nazis out of Parliament in 1928 (but could they have won 3 consituency seats in Bavaria?



I also assume that not having seats in 1928 would prevent Nazis making big gains in the first post crash election

Only one word: Yes.

1. Without the possibility to make Reichstag speeches much recognition would be missed in the years of the crisis. The NSDAP would remain a splinter party.

2. With a constructive vote of no confidence such a crisis like in 1929 would have hit not as hard. As well without the president nominating the chancellor Papen might not be chosen.

Ultimately, democracy cannot survive if the population does not back it sufficiently, no matter how strong the constitution. As recent events have shown, the Grundgesetz alone cannot prevent radical right wingers from gaining a voice either.
