Lets say George Wallace, in 1968, finds a way to deadlock the Electoral college. Who becomes president then? What happens to civil rights later on? Will the Electoral college still exist?
If there is no winner in the election then it goes to the House of Representatives to decided who wins the election. I checked this has happened only twice 1800 and 1824. If the House carries out its responsibilities in the correct fashion then not much of anything will happen except that everyone will agree that the system works and there is no reason to change it. For change to happen would require the house to fail to do its job. I took a look at the man running the House at the time John McCormack, from what I read about him the process would have been done correctly and properly. As for civil rights Wallace would not have won if nothing else the Republican and Democrats would have united to prevent that. So either Humphrey or Nixon would have won, then the civil rights program would have gone on as it did OTL
