WI: W.E.Gladstone won 1874 election

What if Gladstone won the 1874 general election? Let's say his 1870 Education Act was more radical, and he also handled the Trade Union Acts better than IOTL (in which he put forward two contradict acts).

I think the domestic situation in Britain wouldn't be very different. But how would European political landscape differ from IOTL, especially the progress and the outcome of Russo-Turkish War, as well as other events like First Boer War and Afghanistan War? As we know, IOTL, Gladstone never wanted to support the Ottoman Empire, even opposed and openly condemned it in opposition?

Another thing to keep in mind is how this affects the Irish question; it's possible TTL could see a home rule bill introduced earlier.
It depends on how the Liberals won. If they managed to retain majority, then no need for Home Rule yet.

And if the Tories won in 1880 (very likely because bad harvests would still happen between 1874-1880 as IOTL) but without a majority (the Liberals never had farmers as their powerbase, so bad harvests would not damage them like it did with the Tories IOTL), then the Tories would be put into a position in which they must introduce some Irish acts.

Also, how would British foreign policy look like ITTL, because it was the main difference between Disraeli and Gladstone?
