They would only see a short term decline. Eventually the industry would recover in the US.
A TV based console has advantages over PC gaming for the casual user. It is much easier to set up and play compared to a PC. No settings to adjust. None of the memory management issues that plagued DOS. Just plug in the cartridge and go.
It's a huge advantage, especially in the '80s and early 90's before Windows took hold.
