what if after the Italian unification, they decided to call themselves Romans instead of Italians and Victor Emmanuel II proclaimed himself the Roman Emperor, would this piss off the other European countries ?

A bit, but the major outrage would be within italy itself, because people from other regions would hate to be called "roman"
 
In the short term, I don't think the major powers really care what he calls himself. Long term, it's something to keep an eye on, in case the new Roman Empire tries to take back its old territories.
