The US soundly defeats the VC and they cease all operations in 1966. North Vietnam surrenders.

How is American Foreign policy affected over the rest of the 20thc?
 
No Vietnam Syndrome: no fear of setting forth a foreign policy that could somehow start a new Vietnam war.

Define "surrender." I somehow don't think they'll let themselves be subsumed by the South--after all, the North had the larger population.

I could imagine them ceasing making trouble in the South, particularly since the VC has been largely annihilated.

This could potentially affect Angola, as Congress put restraints on Ford for fear that, bit by bit, the US could be drawn into the civil war there.
