WI US kept Philippine bases?

In 1991, re-ratification narrowly failed in the Senate, and the US was out a year later. What if the treaty passed, for example the late Pres. Aquino making the renewal a vote on her leadership? Or alternatively, she seeks a second term in 1992 under the grandfather clause. How would it turn out? Would she appoint GMA as SecTreas? (She was Deputy at T&C IOTL)
 
The world would be a bit hotter temperature-wise. Why? Well, Clark AFB and Subic Bay Naval Base were closed in part due to damage from Mount Pinatubo. Get rid of the 1991 Pinatubo eruption, and they would be in much better condition to keep open...
 
So no eruption, and how will this affect Philippine politics? Aquino apparently ruled out a second term from the beginning, but is it possible for her to change her mind, and what would the term look like. Would GMA become President, and if not, who?
