WI US annexes Iraq in 2003

Of course, it's all about trying to copy-paste our form of government onto other nations now.

Well Liberal Democracy with Constitutional human rights and self regulating government is really the bees knees. At the same time, the developing world is a mess, hence why they don't have a successful government like that yet, and trying to get that great form of government into other nations often has disastrous results because of the failure of the effort. In brief, it's a worthy ideal that can't be enforced militarily, unless they were a first world nation already.

My solution is screw it, everybody cool come to America. If we run out of space, we start colonizing the moon.

You would need the invasion to be a complete success. I mean all the woman tear off their hijab and wear bikinis. The Guys become obsessed with drinking beer and football.

Basically this

Then Americans start flocking to Iraq as tourists. Americans start to retire there. Companies build there. Of course the rest of the Middle East hates this so the US keeps a military presence there to protect US citizens.

The now freedomized Iraqis travel back and forth to the US.

After the Middle East keeps becoming unstable, the freedomized Iraqis vote to join the US

Yeah I know this is ASB that requires Family Guy to work

"Americans start to retire there."

Yes, the POD implies the federal government subsidizes retirement communities and other real estate development in Iraq.

Considering the vitriol which quickly built up against Bush and Blair, the US would run the risk of becoming a global pariah.

Not to mention the fact that Iraq would be to the US what Northern Ireland was to Britain at the height of the 'troubles' from the early 70's to the mid 90's - only 20 times worse!

What role would Britain play in tis by the way?

Blair grows a pair and tells the clearly demented Bush to go shove it, reaffirming that he won't be playing second fiddle to an actual imperialist, and that it's gone way to far. That, or he doubles down on his support despite a near unanimous popular opinion, resulting in the only situation where Charles Kennedy could win in 2005.

The troubles hypercharged is probably the most apt way of describing the situation. Iraq if unlikely to actually become an America territory, however a protectorate would still pose issues, with most the population who welcomed the US turning immediately and violently against it, with the Multinational occupation zone unlikely to yield control to America.

Blair was way too weak to stand up to Bush, and was happy to play second fiddle to him. He would likely stubbonly try to convince the British people what he is doing is right, despite overwhelming opposition. He might even be dumped by his own Labour party in favour of Gordon Brown before the 2005 election.
