WI: US 1916 naval act completed

What if WNT failed and Wilson's US 1916 Naval Programme was fully completed. Would it deliver a navy second to none and outclass the RN? I heard that 50 capital ships would be commissioned, plus lots of pther vessels.
 
Why? Just why? The US populace is going to ask why the nation needs all these ships in a time of peace.

How bad is the world situation that the world needs 26 big gun ships?

I know that US isolationism was very strong at that time, but what if it was completed, then stop?
 
Okay you want the WNT failing. Which means we can't butterfly the WNT, so can't have the US avoid WWI and have the ships built for 1922 on schedule. Likewise can't have a German Victory in a WWI the US is in, because the US would be pissed off at losing and not consider a treaty

Need something to throw a monkey Wrench in the Treaty Process. Best bet is for Black Chamber's spying to get revealed and Japan to leave insulted, and the UK unwilling to deal further

US would probably make some cuts to older Units, possibly steeper than the WNT would have required, and probably won't build anymore heavy gun units for awhile, probably have something tabled in late 1923 and cancelled after the Kanto Earthquake wrecks Japans plans

Aircraft carriers are likely more smaller experimental designs
