WI: Ugandan oil reserves discovered earlier?

Oil was discovered in Uganda in 2006, in the Western Rift Valley around Lake Albert, and it was confirmed that these oil discoveries were commercially viable. Today, it's known that Uganda has proven crude oil reserves of at least 6.5 billion barrels, about 2.2 billion of which is recoverable. The International Monetary Fund was quoted as saying that these reserves are the fourth-largest in sub-Saharan Africa, behind only those of Nigeria, Angola, and South Sudan. So then, what if these oil reserves had been discovered somewhat earlier- say, in the early 1970's, either shortly before or immediately after Idi Amin seized power in his military coup? Or even earlier, either shortly prior to or immediately after Ugandan independence? What sort of butterflies might you expect to see as a result, both in Uganda and across the wider region of East Africa?
 
I don't see it having much of an impact before Yoweri Museveni comes to power after which Uganda might have a higher standard of living.Before he comes to power, the only thing that oil is going to lead to is wealthier Ugandan leaders.
