WI Turkish President invested the Caliph's powers instead of Grand National Assembly?

On March 3, 1924, the Turkish Grand National Assembly, on the initiative of President Mustafa Kemal Ataturk, abolished the institution of the Caliphate, transferring its powers within Turkey to the Assembly.
WI Ataturk (or the Assembly) decreed that the office of Caliph would be merged with the office of President of Turkey?
How is this altering History? Any thoughts?

Not possible. Ataturk was a secularist and a Pan-Turkist (Not sure on the latter), not a devout follower.
