WI: Trotsky Becomes First Chairman of SOVNARKOM

What it says on the tin, Trotsky was originally proposed by Lenin as the head of the soviet government after the revolution, but Trotsky turned down the position in part because he feared that his Jewish heritage would inspire opposition and in part because he was intimidated by the responsibility and suffering from some pretty severe fatigue after months on the front lines of the political fight between the Provisional government and the Bolsheviks. What would happen if he put those fears aside and accepted Lenins proposal (with let's say Lenin taking the position Trotsky originally took of Foreign Affairs).
