WI Tourville won a decisive victory at beachy head.

Outmatched, Torrington (56 ships)ended the battle late in the afternoon, taking advantage of the tide and the drop in wind; his ships dropped anchor, Torrington hoped that Tourville didn't notice (as OTL). Unfortunately, the French made the same action.
The eight-hour battle was already a complete victory for the French. When the tide changed at 21:00, the Allies and the French weighed anchor. Tourville pursued Torrington and caught him the next morning. For the first time, the Royale destroyed the channel squadron.

I think this is a good start but as I am not a naval specialist, can you help me to finalise the french victory ?
How many english/dutch ships lost (ship and crew) for a french strategic victory ? 20-30 ships lost (included the 11 from OTL) ? I think about 10/15 captured ships (dutch in majority : already damaged in the morning and easier to catch) and 10 ships sunk.

And what if ?
I think that
- William III is blocked in Ireland in 1690 without supply.
- His support fleet will flee to english harbors or will be partly captured by Tourville.
- A french army can land in Ireland in late 1690.
But what of James the shit (Battle of the Boyne as OTL) ?
- Did Brandenburg join the grand alliance ? (OTL the 6 september)
- Sweden and Danemark became neutral earlier ?
- ninth year's war as OTL ?
