WI "Tokyo Rose" is pardoned before 1977?

As one of his last official acts, US President Ford granted a full and unconditional pardon to Iva Toguri, who was long regarded to be Tokyo Rose.

Could she have been pardoned sooner? (would such a pardon have been conditional?)....and which President would have been likely to pardon her?

I think that Ford is right on the money. Carter would have been an excellent choice as well, but you requested an earlier president.

I think that if Nixon did not resign and exercised his end of term pardons, he might well have pardoned Tokyo Rose. I say this because the US was at that time still embroiled in another war, and Nixon was far enough away from WWII to pardon without flack from a veteran's group.

I don't understand what you mean by 'condition', though.

I don't understand what you mean by 'condition', though.

when Ford pardoned her, it was "unconditional"...so part of me thought that, if she was pardoned earlier, there would be a catch to it - a condition.
