Would governments around the world be saying more and trying to do something about it?

In those days the major powers had fewer serious differences with each other and less on their plates internationally speaking.
 
It will probably be another Rwanda or Bosnia situation: too little, too late. Then a few decades later everybody will wonder why we didn't do something whist at the same time ignoring it occurring once more in another part of the globe. And China wouldn't like the international community invading a bordering country, so that add to the reluctance.

I don't know that you could gin up as much interest before the social media era.

but it already was the 24-hour cable new era and fax machine era, which brought even things like Somalia and Bosnia from 1991 to 1995 more to global attention.

Here is a crazy idea: why not talk with china and incoperate them in the plans of stopping the genocide and involve other neighbouring nations too. Use economy and political points as arguements to encourage them to act. Just an idea. But yeah it's always like this, UN impotent and incompetent due to the unwillingness of the memeber nations, a few condemnation here and there, when it's over say "Oh what a tragedy we must never allow that to happen again." then watch as the process repeats itself :(:'(. Yes I am bitter about this letting the shit that happend in sebrenica and Rwanda pass by fully knowing and watching as it happens yet not lift a finger against it. BAH! fucking despicable it was.

Why would China want any foreign force with the expeditionary capacity to intervene (E.g the US, UK or France) on another border they already have the US to the east? And at the end of the day the UN is there to prevent major war between Great Powers from breaking out not to serve some humanitarian goal. So this would be blocked by the Chinese as a American land grab or some such. And most people just don't care why risk the lives of your soldiers and taxpayer dollars for poor people who won't benefit your nation at all other than some feel goods at best and a Vietnam quagmire at worst.

Yeah, but those were different, Bosnia being in Europe, for one, and Somalia being a small factor in the cold war, the other.
