I think that France might be able to rival Russia and America ttl. Their empire is much more compact and easier to control than Britain's, and they weren't ravaged by ww2. Combined with their alliances with Germany and post-fascist Italy, all of whom are in a better spot, even if germany lost some territory in the rhine (which seems likely to me considering how this whole thing started).
Plus, outside of Vietnam, the colonial powers usually won the military conflicts but lost the political debates. That scenario is a lot harder here since there's no holocaust or French occupation to point out the hypocrisies with. Hell, FDR was big on dismantling the main European powers, but he's not gonna run for 3 and 4 if not fr the fall of france, and his successors might see the empires as useful against communism
