WI there was a reproductive genocide against African Americans?

This may sound far fetched as in a "final solution" to the black question, but in reality in the early 20th century there were numerous instances where blacks in the US found themselves sterilized against their will, this was within the eugenics boon of that period.

What if this taken to wider-scale mirroring the holocaust of the Jews but instead of actually mass killing an ethnic it was widespread mass sterilization with the intention of eliminating that population group?

Not happening as large parts of the United States need the cheap black labor. The only places this could happen are in areas with already low or practically non-existent black population.

White southerners, so far from wanting there to be no more blacks in their region, actually passed laws against the labor agents who they blamed for the exodus of blacks from the South...

While that may be true to argue there weren't attempts to control or diminish black population's is false:

Southern states also employed sterilization as a means of controlling African American populations. “Mississippi appendectomies” was another name for unnecessary hysterectomies performed at teaching hospitals in the South on women of color as practice for medical students. This NBC news article discusses North Carolina’s eugenics program, including stories from victims of forced sterilization like Elaine Riddick. A third of the sterilizations were done on girls under 18, even as young as 9. The state also targeted individuals seen as “delinquent” or “unwholesome.”
