As the title says, what if some development team at Atari turns out a real shitty game which the big wigs realize was a lazy excuse for a game and decide that it's entirely possible that such a thing could happen with a third party developer as well, so they decide to institute a system similar to the nintendo seal of approval, thus ensuring that the massive amounts of shovelware never see store shelves and ensuring that even if video games don't maintain a boom of sales, there won't be an industry destroying crash either.
So what do the mid to late 80's look like in terms of video games? What about the 90's and up to today? Would video games be better off or worse? Would consoles have died out more permanently later thus leading to a PC game wank of sorts?
