WI: The Vice-President is more active in his role as President of the Senate

As the title states, the Vice President is the President of the Senate. Let's say that John Adams got it right and is an active force in the Senate while serving as Vice President. What would the President of the Senate do in such a timeline on an ongoing basis? Would he act as the administration's voice in the Senate to persuade the states, or would he be the states' advocate to the President, playing a simple presiding officer role in the body? Does he act like the Prime Minister does in the UK?
