I suppose for the principal, people might like the president being "closer to the people" like Holy Roman Emperors. So they pass a law forcing the executive branch to do what the OP said.
 
Here is a scenario: The US president is selected from amongst all US state governors. Upon election, the president invites the House of Representatives into his state capital. The Senate gets to meet in the state capital that provides the vice-president. Every four years there is a new election and with it the possibility of House or Senate moving to another state.

There is still a Washington DC where all federal agencies not direct related to the executive, such as the Supreme Court or the Federal Revenue Service are located. Although not a state, the President of Federal Services is considered of the same rank as a state governor and can be elected president or vice. In that case the House or Senate will take up business in the Washington Capitol building... At least unto the next election...
