WI: The 'United States' was an economic confederation?

I've seen a lot of scenarios, in which the U.S. collapses altogether, or gets balkanized.

But what if the idea of the United States, as it was, was slightly less prevalent? What if, beyond the idea of sharing a nationality and common history, the United States manages to only become something similar to an economic confederation? Or, for a modern-day example, the European Union.

Alternatively, the U.S. manages to get the Articles of Confederation reformed or amended.

What effects would this have on the nations of North America? What would such a setup look like? And how would this affect the world?

That's what the United States started out as with the articles of confederation I think if the USA failed to form you would see a lot less properous western world but I could be wrong there.
