WI: The Tullyhommon Bomb Goes Off

The Remembrance Day bombing in Enniskillen (Northern Ireland) on November 8, 1987, killed eleven people and injured many more.
It is sometimes seen as a turning point in the Troubles, as the targeting of civilians during a day of remembrance caused a significant loss of support for the IRA.

However, there was a second, much larger bomb that failed to go off the same day. The
Tullyhommon bomb was four times larger, and set to go off during the march of the Boys' and Girls' Brigades. It is thought that it failed to go off because a tractor ran over the detonation cord. So, what happens if the bomb goes off? Let's assume the bomb kills four times as many people, with a significant portion of the victims are minors. What will be the response? Will the Irish, British, and other authorities respond more forcefully?
