In OTL, prior to the provincehood of Alberta and Saskatchewan, the Provinces were divided amongst four districts within the Northwest Territories; Alberta, Assiniboia, Athabasca and Saskatchewan. Eventually in 1905, after a variety of proposals, an East/West Division was chosen giving us our modern Provinces.
However, strongly urged by a Saint Albert Judge named Thomas H. Mcguire, was a plan to make the southern three districts of the Territories - Alberta, Assiniboia and Saskatchewan - into Provinces, leaving the Athabasca District apart of the NWT.
What changes might have occurred as a result of this shift, What would the capitals of these provinces be, and what might become of the District of Athabasca? Would it eventually be absorbed by Alberta/Saskatchewan as in OTL, become it's own Province/Territory or just remain apart of the NWT?
