WI: The Soviets Return to Cuba

When the Soviets attempted to bring nuclear weapons to Cuba in 1962, they were in a significantly weaker strategic situation than the United States and NATO. However, by the 1970s they were in a much better position, and some even thought the Soviets had nuclear superiority over the United States. By the late 1970s, the Soviets would be able to forward deploy assets such as the Su-24 strike aircraft, Tu-22M medium bombers, SS-20 Saber medium range ballistic missiles, S-300 air defense systems, and older naval assets that would no longer be suitable unless forward deployed.

So, what if the Soviets had returned to Cuba in the late 1970s or 1980s and turned it into a forward operating base akin to what the United Kingdom was for the United States?
 
If the Soviets were actually crazy enough to do it, I wouldn't be surprised if we have another Cuban Missile Crisis.

And I would be less surprised if it ended much less cooler, especially in the 80s.
 
The CIA believed they were planning to base MiGs in Nicaragua.

If SS-20's were found in Cuba there would be no missile crisis. Just a very, very bad war.

Bombers and submarines frequently lurked off the coast of the United States. What if the Soviets just start basing bombers and submarines out of Cuba and leave the missiles in Europe?
