I think you first have to worry about what 412 BCE would look like, then 411, then 410, and so on and so forth, worrying about 2011 is so far down the road from a PoD in 413 BCE as to be a next to arbitrary date.

I nitpick, of course, because I don't actually have any idea what would happen, mostly because I only vaguely know what you're talking about.

When utilizing such an old POD, better to start with a question closely related to the matter at hand, such as "how would this effect the development of the Peloponnesian Wars."
 
However, apart for the quarrel for 2010, let's develop the idea WI Syracuse fallen...

Indeed the fall of the city for Athens could granted it the control of the grain supplies from Sicily and also the support of most of Magna Grecia... But the further involment in the island could triggered also the intervention of Carthage, so maybe the situation could be worse for the Athenians, also because an Atheniese victory will provoked the same the Persian aid to Sparta.

Otherwise, the victory at Syracuse could strenghtned the democracy in Athens, so no oligarchic coup in 411 but neither radical democracy later.

And Alcibiades? Probably he will remained in Sparta, because if Nicia won at Syracuse he will be the strong man of Athens, and maybe at Aegospotami could be the commander of the Spartan fleet...
 
I thought Alcibiades' wave of side-switching began with the Sicilian Expedition failed and he bolted to the Spartans to avoid being punished for the whole thing.

(Supposedly he'd desecrated some Greek idols before the expedition began and people thought this meant the failure of the expedition meant the gods were PO'd at Alcibiades.)
