The Anti-imperilists within Congress opposed the Treaty largely based off the annexation of the Philippines. The treaty passed 57-27 in the Senate only 1 vote more than the 2/3rds required to ratify with many Senators having been considered to be undecided heading into the day of the vote. What if the Anti-Imperilists are able to just convince two more Senators to oppose the treaty.
