WI the Senate Rejects the Treaty of Paris (1898)

The Anti-imperilists within Congress opposed the Treaty largely based off the annexation of the Philippines. The treaty passed 57-27 in the Senate only 1 vote more than the 2/3rds required to ratify with many Senators having been considered to be undecided heading into the day of the vote. What if the Anti-Imperilists are able to just convince two more Senators to oppose the treaty.
 
The Philippines remains a more Hispanic nation due to lack of direct American imperialism. American economic and cultural influence still remains, maybe the military even gets basing rights, but it would all be settled under more humane terms instead of being solely at gun point, perhaps by helping the new nation, secure the rest of the former Spanish holdings in the region, except for those already under American rule, but even those lands might eventually petition to join the Philippines depending on how things develop in succeeding centuries.

As far as the Philippines' place in the region is concerned, it would likely become a strong friend of Japan, each nation finding mutual respect for being independent nations in a region surrounded by lands under colonial rule. The Philippines may or may not take a stab at taking a bite out of China by using the Filipino Chinese community as a pretense for asserting control over places like Fujian and Guangdong. What's for certain tho is that the Philippines will try to unite the Malay world, either under a unified state or an EU like supranational entity.

If things go particularly well, the Philippines may end up being the premiere post-colonial power of Asia, like a Japan on steroids.

If the treaty of Paris never happened Aguinaldo would be ousted and the Philippines would be divided into many states, one of the countries, the Tagalog republic would pull a Haiti and kill the Peninsulares and destroy any remaining Spanish influence, yes that was already happening in the Fil-Am war but was stopped because the Americans protected them.

IOTL the other faction against Aguinaldo allied with the Americans due to what They did to Bonifacio.

Second it is the Americans who made the forced reunification of the Philippines possible so if the Americans did not annex the Philippines we can even see Majority of the Visayas and parts of Mindanao remain under Spain or Independent, Visayas and Mindanao have separate revolts.

Any Thoughts on other aspects, like would the fighting with Spain continue, would McKinley feel pressured to bang out a new treaty that guarantees Filipino Independence, how much of American policy is changed going into the future with an Anti-Imperlist victory? What about Japan, would there be less tension between the two countries with a smaller American presence in the region?

Bonifacio’s faction will win at the later point since Aguinaldo is treated as a sell out at that point since IOTL that faction allied with Americans, that is for Luzon.
Since was no united Philippines revolt at that point other powers like Germany might exploit that situation.
