WI: The Racial Equality Proposal somehow passed?

As it says on the title.

"The Racial Equality Proposal was an amendment to the treaty under consideration at the 1919 Paris Peace Conference offered by Japan. Though broadly supported, it did not become part of the Treaty of Versailles, largely because of the opposition of Australia & the United States. What would be the effects on the world if it did pass?

I can see why the US and Australia weren't wildly enthusiastic about it.

Would it have mattered at all? Japan was always going to go its own way. The designs it had for its future ran directly counter to the rest of the world's. And honestly it sounds borderline ASB for the US and Australia to even consider supporting something like this even if it were wholly symbolic.
 
It wouldn't make much difference. Japan used this as an excuse to justify its actions later on, and would have found something else to spin if this had passed.
