Admittedly the idea of unelected military technocrats having the power to declare war, or for plausibility's sake deploy troops for international police actions, is a little off the rails but I'm curious as to its effect if the Pentagon were to gain that power sometime in the early Cold War period.
What conflicts could we see the US avoid/get into if the military bureaucracy had a say in the matter?
