WI the Ottomans reform or get stronger during the 1600s.

During the 1600s while still militarically strong the Ottomans stagnated, with the rise of Russia and Hapsburgs after the troubles and 30 wears war, the improvement of European military tactics and training, bureaucracy, and economic development of the European heavy weights, it set the stage for the push back against the Turks from Europe starting with the great Turkish war.

So WI the ottomans reform or somehow keep up with the Europeans. Is it possible and if they somehow do, could they push further into Europe and maybe take Vienna.
 
Well, Osman II was the first Sultan who made serious moves toward reforming the Ottoman State and this was way back in the 1620's. The Janissaries (who were one of the targets of Osman's reform plan) were more than able to get him out of the picture though.

The only problem was that Osman's idea wasn't to adopt European ideas and methods, simply because they weren't demonstrably better than those of the Ottomans in the 1600s. It's only later on in the century where it becomes apparent that the Ottomans have fallen behind. Osman II looked back to the past for ideas of reform rather than to the West, and I feel that ultimately this would eventually have to be supplanted by modernization reforms. The first Sultan to actually look west was Ahmad III, but this involved Tulips more than institutions. If we could get a recognition from him that the Ottoman army and state needed to become more professional, then the Ottomans could potentially do very well. Unfortunately, this would be in the early 1700s rather than 1600s.
