You are right ,that if they move to Syria,the civil wars might have ended when go to the BalkansWhat exactly stops the Serbs from absorbing defenceless lands of the Byzantines? And besides, if the Serbs and Byzantines are not fighting each other the Venetians and Hungarians will fight them.
Having the Ottomans move to Syria or something like that is an idea.
