WI: The Luxembourg Crisis turned to war?

The Luxembourg Crisis was a dispute between France and Prussia, during 1867, war was avoided though. Who would declare war? Would Austria intervene? Would it just be an earlier Franco Prussian war? Would Prussia win anyways?

I suppose a consequence of this crisis leading to the war of German unification is that in this TL, Luxemburg will be incorporated into the Reich in addition to Alsace-Lorraine. At a minimum, the permanent Prussian garrison would remain and Luxemburg would remain part of the Zollverein.

The Luxembourg Fortress would also not be dismantled, which could bring a strategical military advantage to Germany or France, depending on who wins the war over it.

I leave it to the OP to say how the war escalates, and thus who declares war first.

However, in 1867 newly Ausgleich'ed Austria-Hungary is no more ready to fight a war than in 1870-1871

France versus the North German Confederation and allied southern German states seems like the logical line-up, thus "an earlier Franco-Prussian War"

The balance favored Prussia as much in 1867 as it did in 1870, so Prussia would win.
