WI the LTTE won the Sri Lankan civil war?

That happened in mid 1990s with de facto Tamil state. Sri Lanka would simply not accept that and would see this as a temporary setback, attempt to build up their strenthg and go on the offensive when they thought they were ready. which is exactlly what they did. Sri Lanka was helped by 11.9. attacks (attaching themself to GWOSTOtm) and the fact that Sri Lanka is on crossroads of interests between US, India and China so one side is bound to help

But what if they hadn't lost? Let's say they hold onto all their Tamil territory, and the army can't wrest it from them, and they start functioning like a proper nation-state for an extended period. How would you get other governments to recognise their sovreignty, for a start?

If they started functioning as a nation they would instantly lose. They did that in OTL, started acting as a semi-corrupt government, and the population got sick of them. So they entered negotiations with recognition from India and India sold them out.

The LTTE's best chance would be to stay as a gorilla movement and make the populace so unhappy across Ceylon that they rebel against the government and give the Tamils a small state to the North that would become a shit hole in three years or so.
