WI: The H.L. Hunley completes its mission and doesn't sink

First 'What If' I've ever done so not quite sure how this works.

But what if on February 17th 1864 the Hunley makes it back to port after sinking the USS Housatonic. At this point in the war it won't make a real difference in the out-come of the war I imagine but how would it effect US naval doctrine if after the war the US keeps working on submarines.

Submarines are seen as a viable coast defense weapon earlier. More mishaps also as the tech really wasn't there yet, but it does get developed faster.
