WI: The German monarchy is restored- but not with Wilhlem II or his son

In this timeline, Adolf Hitler is not given German citizenship in 1932, so he is unable to run in the German presidential election in 1933. As a result, Theodor Dusterberg, the leader of the Stahlheim (the armed wing of the DNVP), becomes Chancellor of Germany. The monarchist DNVP then sets about restoring the German monarchy, basing their plans on the fact that large parts of the German society still held warm feelings towards the Hohenzollerns.

However, Kaiser Wilhelm II sticks to his pledge that he would not return to Germany until the pre-1918 borders are restored and Crown Prince Wilhelm III is deemed to be unworthy of the crown, so the DNVP places Wilhelm III's son and the Kaiser's grandson, the relatively young Wilhelm IV, on the throne as a constitutional monarch. In this timeline, Wilhelm IV does not renounce his succession rights because he does not fall in love with Dorothea von Salviati, so he is still eligible for the German throne, along with his children.

Well, if the crown prince is skipped, then his son will become Wilhelm III.

How would the world react to the restoration of the German monarchy without Wilhelm II, especially Britain and France, and how does the new monarchy change Germany's future?

It's hard to tell without knowing other details. The Stahlhelm and the DNVP don't seem the most reasonable bunch. Are they going to reform the Weimar constitution to add a monarch or go back to the Junkers days?

And what of the other German royal houses? Do they return as well?

How much of Wilhelm's life is the same up to his taking the throne? Does he have the military background he has IOTL? That will colour WAllied perception of him.

Couldn't the NSDAP just run someone else as their candidate and win?
I don't think so. Hitler was probably one of the greatest public speakers to have ever lived. Without him at the head of the party, I don't think you get nearly as much enthusiasm for the Nazis (thank God).
 
The second reich took a middle path between absolute and figurehead monarchy. The Kaiser had veto presidential style powers.
