WI: The First Bank of the United States Rechartered in 1811?

The First Bank of the United States was a bit of a touchy thing for the Jeffersonian Party. It was opposed by Jefferson when it was first suggested by Hamilton back in 1791.

In 1811, the Bank's charter expired. It was heavily debated in U.S. Senate over whether to renew it or not. It wasn't settled, and the vote was tied. Only by the vote of Vice President George Clinton did the issue finally end, and the charter was not renewed. This would later prove disasterous in the War of 1812, as the U.S. had trouble financing the war.

What if the charter was renewed? Say one Senator (or Clinton) swinged his vote to the rechartering faction. What effects would this have on the war? I doubt it would mean a total conquest of British Canada, but perhaps better American performance?
