WI the Dutch had won the first Anglo-Dutch War?

As says the title. Could the Dutch have won the war? What would be the best POD to make it happen? And what would be consequences of such victory?

As says the title. Could the Dutch have won the war?
As the Dutch won both the second and third Anglo-Dutch wars, very closely after the first one, I would say yes that is possible.
What would be the best POD to make it happen?
A major reason the Dutch lost was because they dismantled most of the navy (and army) after they ended eighty year war. If you avoid that, I think the Dutch can defeat the English

And what would be consequences of such victory?
On Dutch site not too much. The navigation act would be got rid of, a couple of colonies (mostly in the caribbean or in the east) might change hands. I think that the most important things that will happen are in England with Cromwell, but I am not certain what would happen. Let someone with more knowledge of English history tell it.

The war could be won by the Dutch by a few changes of the real history. It seems that one of the easiest ways would be if the United Provinces didn’t forbid the press-gang, because then the Dutch wouldn’t have to pay merchant sailors for the fighting and had more money to continue the war longer.

If the English would have lost the war the Dutch would have more colonies and that would have strength their economics more. The change of a second Anglo-Dutch war would decline and the Treaty of Breda wasn’t necessary. So the United Provinces wouldn’t hand over the New Netherlands to the English and might have hold and expand their power in Spanish America.
