WI the Dutch drove out the Spanish.

I've seen many threads of a Spanish victory so what if the Dutch got all the 17 province how that effect the rest of the powers in Europe.

Edit: I'm talking about a victory before the 30YW starts.

We'd probably be on the 20th Franco-Dutch war. What is now modern coastal Belgium was probably the richest and most developed place on the planet in 1500 and I'm including Asia in this and while it got severely knocked about during the Eighty Years' War it was still an incredibly desirable prize and the Bourbons are going to want it. Especially if the Dutch win rapidly and Amsterdam doesn't steal Flanders market share.

Seems likely - but historically the French did go elsewhere when invading Flanders was too hard. And a united 17 Netherlands might be able to match France, as the Netherlandic city economy could outspend the more agricultural French economy.

It all depends what comes out; the 80 years war enormously increased the power and efficiency of the Dutch Republic, so a quick win might not be ideal (leaving the country with too much heritage of the cobbled-together Burgundian Netherlands).
