WI The District of Columbia had been retroceded to Maryland

What if when Alexandria was returned to Virginia, except for government buildings and monuments (with perhaps empty space on the Mall for future expansion of the same), the remainder of the District of Columbia had been retroceded to Maryland?
 
1) Three less votes on the Electoral College for Democrats.

2) Since the Federal Government is in its own neutral district still and thus independent of a state, it may just turn D.C.'s nonvoting representative into a voting Marylander's one.

3) Not much else in everyday life? Essentially Washington's been turned into a Marylander city de-jure as well as de-facto, but still dependent on the government for its livelihood - but maybe it can develop its own culture past 'gov city' and maybe diversify its economy a bit more now.
 
It will still likely have the economy dominated by the government; that's just too big an elephant in the room, once the expansion of the federal government really takes off.

I'm not sure how DC Metropolitan Area planning will be affected; on the one side you have only 2 governments (MD and VA) involved instead of 3, on the other hand, the population of the immediate metro area is much more tilted towards MD, which might cause problems.
