Richmond would still be a high priority objective for the Union, as it was a key center of industry and possessed the South's only major pre-war iron works. We would obviously see a greater focus on the Western theater vis-a-vis the Eastern theater if Atlanta was the capital, but Virginia would still likely have been the most fought-over state.

I don't think that's really a plausible idea. Richmond at the time was larger than Atlanta, and had more railroads, etc. But to me, it would make more sense to make ATL the capital if for nothing more than its location.

It wasn't that small, it was probably large enough, unlike Montgomery.
In 1860 Atlanta had just under 10,000 people, Montgomery just under 9000.
Savannah had 22,000 while Macon Ga had 16,000 could not find numbers on the then Ga State capitol Midgeville. That most of the deep South was Yellow Fever country in the hot season makes Richmond a better choice. If you must however put the CSA capitol in the area your best bet would be Selma it took the North until 1865 to attack the town that was known to them as the Arsenal of the Confederacy. They could not till then supply a force large enough to capture Selma.

I would wonder how bad things would get (sooner?) in dealing with Georgia Governor Brown, who even moved towards the end of the war to have George secede from the Confederation. He was a major problem and hurdle for the Confederate Government to work with.
