WI: the Arab Islamic Republic proposal is implemented?

I was looking around on Wikipedia and found this, i don't know much about this part of the world and wont pretend too, so to anyone who does how plausible was it?

The proposal was agreed upon by Tunisia and Libya, but Morocco and Algeria were later included in it, if all 4 countrys accepted the proposal and it was implemented, what would the affects of a united north Africa (minus Egypt) be.

Such a powerhouse would be a considerable presence in North Africa. Oil, natural gas, even farmlands and some industrial strength. Admittedly, not a lot of population (Libya is almost all desert and Tunisia is small), but not bad.

Its biggest problems were the factions (religious or otherwise) and the leadership. Would the Moroccan monarch agree to give up his crown? Do you seriously expect Qaddafi not to fuck it up?
 
It would still fail in a few years like every other attempt at local unions of Arab Nations at most. It even reaching full size is close enough to ASB, considering the gepopolitical context.
 
Tunisia and Libya unite and Ghadaffi, as Defense Minister, pulls a coup and proclaims himself true president.

Morocco and Algeria proceed to never join the country.

One big knock-on is that many Tunisians will emigrate to Libyan cities and a lot of Libyan oil wealth will be spent on Tunisia.
 
How do all these regimes match up ideologically? Revolutionary socialist Algeria and monarchial Morocco, for example.

The only union of Arab states in this period which was the United Arab republic, the rest were proposals. Morocco is out as it is a monarchy. Depending on if Algeria joins or not, this state will either be greater Algeria or Tunisia due to the population differences.
