Gore becomes the next President. Maybe he opts for accepting Bin Laden being handed over rather than a direct invasion of Afghanistan although there is still military action against Al Qaeda.

Say the 9/11 attacks happened a year earlier, on September 11, 2000 instead of 2001. What is Clinton's response to such an event? With the 2000 presidential election less than 2 months away, could this event possibly have any effect on how the election turns out?

So No, Iraq war. Could there be some other cause Gore would latch on to Southern Sudanese Independence, German involvement in Croatia?

I don't think the attackers were ready by the year 2000. Barring that aside, this would definitely have impact on the upcoming elections. Lot of butterflies for the 21st century.

Indeed, the most that Mullah Omar was willing to consider was handing Bin Ladin over to an islamic court. Something that the US rightly found unacceptable.

The invasion of Afghanistan would likely still occur, though without Iraq preparations, the likelyhood of Bin Ladin being killed or captured is much higher, as is a more effective Afghan government, though that depends on a variaty of other factors.
