It's very unlikely the earlier you go back in the 20th century: compare the '80s roaming pickets with the Jarrow March of the 1930s, and English football hooliganism in the '80s to the 1920's football crowds in Northern industrial towns - which Orwell describes as better behaved than a church choir (and better singers!). The violence on the picket lines was conceivable because people had progressively become more desensitised to violence over time and less respectful of the symbols of civic order. It just wasn't the done thing in England at the time.
