WI: Teledu Cymru survived beyond 1964

OK, another television-related TL, this time about the fate of Teledu Cymru.

Here's the history of the company in OTL

What if the company managed to survive and continue to exist after 1964? What measures should be made for the long-term survival of station?

Note:
Not one, but two bonuses in this ATL Teledu Cymru:
1. Teledu Cymru as a de facto fourth channel in Wales
2. The possible contribution of BBC Wales.

Well, since it's a TL related to television, very few are interested.

As an American, I will state that Americans assume that Teledu Cymru is a person they don't know, that the fact that they don't know them means they don't matter to their interests, and the question is what if this person lived beyond 1964.

Because TL's related to broadcasting was very rare and seems uninteresting (well, there's some exceptions like the American BBC or American ITV)
Nevertheless, I understand that.

(By the way, this Teledu Cymru stuff is for the Brits here in AH.com, and especially the Welsh)
 
Seems to me that if the ITV majors didn't support it, government subsidies would be the only alternative, and that was really a non-starter.
